Most home and many small business users have dynamic IP addresses which makes offering services such as web, mail, vpn, etc difficult without a dynamic dns service. Most home and small bussiness routers offer Dynamic DNS updating whenever the remote IP is changed for this reason.

 inadyn seems to have most of the back-end work done and assuming that is true all that would be needed is a gui interface, I would think dropping it under DNS would make sense.

I would suggest to use "ddclient" for this purpose. Its easy, support almost all dynDNS services out there and is included in ubuntu repository.
