Add "override user modification" option

Description

Currently, eBox to comply Debian policy perform a question to every user-modified configuration file to be overridden. We want to null this feature with a configuration parameter in the main configuration file in eBox.

Applying this option implies no question done when modifying any element and it will be overriden by eBox.

So it eases the data redundancy and user desired feature.

(In [10656]) Added override_user_modification configuration parameter to avoid user modification checkings and override them without asking closes #1046 (spent 0.75)
