Fix NTP so that it can be configured to work optimally

Description

For NTP to work well, it needs at least 4-7 external servers, and as many as 10 is considered acceptable. In large installations there may be a need for several "peer" servers as well. So the ability to configure up to 10 "servers" and a few (maybe 5) "peer" servers would be a good thing.
