Traffic Shaping Testing in ebox 1.2.1

I have been working around the ebox since 1 month. It is really a great toll. I am stuck with the traffic shaping module.

My Internal Network is 192.168.11.0/24 and interface eth1

My external interface is eth0 I want to limit the download speed of a client 192.168.11.9 to a max of 256kbps.

I have created a rule on internal interface (eth1), with status Enabled,Service(any), Source(Any), Dst 192.168.11.9/32, Priority 7, Guaranteed 128 Kbit/s, Limited 256 Kbit/s. But its bot limiting the bandwidth. Please suggest.
