Description

The changes made in revision r14938 with the following log message need to be backported: Upgraded windows installer, now we use 2.1 (previously was 2.0.9) closes #1499

I don't consider this a bug. When 2.1 has been more tested in ebox 1.3 we can reconsider to backport it again.
