Bug: failed to notice that squid needs to create swap directories

Description

squid may become defunct if it need to create swap direcotries and ebox is totally unaware of this. (it reports the http proxy as 'running')

ebox should not be fooled and ideally it must uissue automatically the command needed to fix it (squid -z)
