OpenVPN save ipp.txt in root folder

Description

Same problem of 2.0 version:

The firs istance of OpenVPN save ipp.txt in the root , the second instance of OpenVPN save this file in /etc/openvpn/

Please autoconfigure OpenVpn? to save ipp.txt in /etc/openvpn but use different name to different istance.

This is fixed in 1.5.2, in fact each server uses a distinct ipp file to make easier to consult/modify this files.

Since it its not critical we would not backport it to 1.4 seires.
