Installing RADIUS un latest 1.5.1 Beta braks LDAP / Group / User

After installing the RADIUS module on a fresh 1.5.1 installation the WebUI starts with the installwizard for "Users and Groups", askes for the mode and so on. After that "Users and Groups" Module becomes disabled. All depended Modules grayed out.

After enabling the Module in the WebUI I get the following Error trace:
