Allowed and unallowed lists only have effect if the mode is set to 'filter', if the mode is set to another thing the user should be reminded that they have no effect

(In [5643]) The note to notice the allowed/banned domains will take effect only with global policy 'filter' is set. Impossible to translate the string to Spanish :-S CLOSES #220
