create custom command module

Description

this is a feature request for a "custom command" module.

with this module you can add any local command with its parameters and allow some operators to launch it without knowing anything about what is being launched.

lot of webmin admins use this feature to delegate routine tasks.

users should NOT be able to edit custom commands, just launch it.
