Make module API documentation free to access via web

All modules should have API documentation in order to be accessed through other modules and the developer can know without knowing anything about the module.

This should be make public into trac and updated periodically via cron task.

It could be cool have module API documentation from every major release.

the output that naturaldocs generates now is not suitable to do this, also we already have a MVC tutorial that should be a good starting point to anyone interested in the development, reopen this if some day we have community contributors developing stuff
