Put a empty RSS file when RSS dispatcher is enabled

Description

The RSS event file is not created until a event is generated. This can cause some confusion to user because they get a file does not exists message until the first event is generated.

To avoid this it should be a empty RSS file until the first event is generated

If for any reason the empty file is not feasible, then put a welcome message to the RSS as 'fake' event.
