Make all pot files have package and version properties

Reported by: ejhernandez@… Owned by: ejhernandez@…
Milestone: 0.9 Component: base
Severity: normal Keywords: gettext pot

Description

Now all pot files show this property:

"Project-Id-Version: PACKAGE VERSION\n"

This should be done every time a new pot file is created and in every module, since some packaging are expecting problems.
