HTB complains about quantum associated a class

Currently, traffic shaping rules don't like too much to HTB in Linux kernel. This is the following message when the tc commands are applied: 

HTB: quantum of class <classId> is small. Consider r2q change.

This ticket is intended to fix this complain to make QoS clear good.

It's hard to do a correct estimation since HTB manuals and FAQ are quite scarcy.

(In [6808]) Setting r2q to 5 to set guaranteed rates among 60 and 2400 kbit/s. Linux kernel does not complain closes #446 (spent 2.5)
