Study IMQ to do ingress traffic shaping

Currently, traffic shaping module only works with external interfaces to do the shaping on egress traffic.

However, it's possible to do the same with ingress traffic in order to shape as well with  IMQ since Linux kernel not treat them equally.

The needed stuff will be explained at this page.
