backup stores actual configuration and not the baseline configuration

When creating a backup the configuration which is stored is the current one and not the baseline one. A user who is not aware of this behavior may be befuddled because he may expect that he must save the changes first before they would be stored in the backup archive.

We must decide whether this usability issue is serious and which action should be taken to solve it.
