Content filter and domain management under disabled status

Currently, MIME and extension filter and domain management make sense only when the content filter is enabled and the policy is filter. So any change within these configuration parameters have no effect and it can mislead the user.

I suggest to show only the configuration parameters related to content filter when the service is enabled and policy filter (globally or per object)
