Check if a dispatcher is enabled in event daemon

Description

After a reboot or a change in circumstances, an event dispatcher may lose its ability to send messages, e.g. the network is unreachable for the jabber dispatcher.

Thus event daemon should check its ability to send messages and then ask to disable the dispatcher to the Events module changing its own configuration.
