Squid port not checked enabling the service

Description

This bug happens when these steps are done:

  1. Change the administration port to 3128
  2. Save changes
  3. Enable HTTP proxy service without changing the port

The HTTP proxy service is not started since the port is already in use by the administration web console.

Checking the port is available when enabling is done is an option to fix it.
