openvpn can't properly reconnect

The user change doesn' allow openvpn to add routes

As temporal solution while we work in the correct solution should be run the program as root.

The planned correct solution will be:

  • openvpn run as nobody
  • in ping error it exits instead of reconnect
  • a suppervisor (ex: runit) reruns the server (introduce a wait interval here to avoid problems)
